RULES

I.

1. The supreme authority of the organisations associated on a world scale with the movement for the Fourth International is the international conference, which adopts the documents and fixes the movement's position on all important political questions.

2. Between international conferences, the international leadership of the movement is entrusted to a General Council, composed of members belonging to different countries and organisations of the Fourth International, elected by the international conference.

The General Council has the right to include in its ranks additional members with either a deliberative or a consultative vote, in agreement with the organisation of the country concerned.

A national section has the right to propose the recall of its member or members of the General Council, which must be approved by a two-thirds vote of the members of the General Council.

The General Council meets at least once a year, to examine the work of the Bureau for the Fourth International and of the International Secretariat.

The General Council has the right to settle conflicts that arise within the bureau and within the secretariat and which prevent the latter's regular functioning.

3. The day-to-day work of ensuring and extending relations among the organisations of the Fourth International, of carrying out decisions and applying the political line of the Fourth International, is entrusted to an International Secretariat for the Fourth International, composed of five members resident at the seat of the secretariat and elected by the international conference. Three alternates are elected at the same time with a consultative vote, which becomes deliberative when a regular member is replaced by an alternate.

The International Secretariat publishes a regular international bulletin at least in the French and German languages, in the name of the International Secretariat for the Fourth International.

The International Secretariat meets at least once a week to settle the conduct of day-to-day work.

4. The Bureau for the Fourth International is composed of the resident members of the International Secretariat plus six other representatives with equal voting rights elected by the International Conference.

The bureau meets once every two months to follow the work carried out by the International Secretariat and to lay down the political and organisational orientation to be followed in the current work of the International Secretariat.
