Resolution on Unification in France
1. The delegates of the CCI declare that they accept in advance the decisions of the Conference and set aside the imperative mandate of their party. However, while undertaking within their party to defend the Conference's decisions to the end, they cannot guarantee in advance that their organisation will accept these decisions.
2. The CC of the unified party comes into operation immediately, on the basis of: 3 POI, 2 CCI, 1 Octobre. The SPE comrade will have an effective vote only when there is a tie.
3. The CC's essential task will be to prepare unification at the base, and in all areas, within a maximum period of one month.
4. The CC is henceforth to prepare the launch of the unified party, in particular the first issue of its newspaper.
5. In the event of important developments, the CC will constitute a leadership valid for the three organisations and will decide on all measures required by the situation.
6. During this one-month period, the three organisations will continue to have their own organisational life, on the understanding that they endeavour to unify as far as possible the external expression of their views, and that all three, in their publications subsequent to the Conference, follow the political line laid down by it. These publications must announce the unification. The following further issues may appear: of la Seule voie: l'Heure de la IVe Internationale, possibly the discussion of the CCI's congress, an issue on the USSR, and Leon Trotsky's polemic against Shachtman. Any polemic on the crisis of the Bolshevik-Leninists will be reserved for the militants of the international organisation. Should the material cited above prove impossible to publish within the one-month period, the CC of the unified party will grant a further fifteen days.
7. If the CC judges it necessary at the end of this month, it will convene an enlarged CC.
8. Full fusion at the base will be achieved within a maximum of one month, and concluded by regional congresses.
9. The first congress of the unified party will be held in..., unless the CC decides otherwise with the agreement of the CCI and Octobre delegates on the CC.
10. Until the first congress of the unified party, the three organisations will have the right of tendency [fraction], limited within a framework compatible with the party's compartmentalisation and security. The limits will be determined by the CC.
11. After the one-month period, a common internal bulletin will appear with tripartite editorship (one, one, one) until the congress. All separate organs of the organisations will be suspended.
12. The unified party will publish la Vérité as its central organ, with an editorial board of 2 POI, 1 CCI, 1 Octobre. And, as the organ of the Paris region, le Soviet, with an editorial board of 1 POI, 1 CCI, 1 Octobre.
13. With a view to unity, the European Conference, taking the perspective of recent years, judges that there is no reason, whether on the personal or on the political plane, concerning the past activity of comrade R. M. (Raymond Molinier), which should stand in the way of his entry into the unified party.
14. The name of the party will be the general name adopted by the conference, as will its emblem.
15. The Paris regional committee will be composed on the basis of 2 POI, 2 CCI, 1 Octobre.
16. The structure of the party will be organised around workplace cells, with the exception of technical cells.
