Resolution of the 11th Plenum of the IEC on the PCI
The 11th Plenum of the IEC, having heard the report of its representative responsible for the French section, a report whose general line it approves, notes that the documents prepared for the 8th Congress of the PCI by the majority tendency that emerged from the 7th Congress are in contradiction with the line of orientation decided for France by the 10th Plenum of the IEC, and this despite the commitment made by the leaders of this tendency to apply the line of the 10th Plenum and to keep the preparatory discussion for the 8th Congress within the framework of the application of this line; notes that the documents for the 8th Congress of the PCI adopted by the political bureau are in their general line in conformity with the decisions of the 10th Plenum; decides consequently:
1) Between now and the 8th Congress of the PCI, no change shall occur in the composition of the party's leading bodies. The preparatory discussion for the congress shall proceed without any limit on the possibility for any party member to express political conceptions.
2) As soon as the 8th Congress ends, the PCI as a whole must, in order to remain disciplined toward the international, apply the documents proposed to the congress by the present PB [Political Bureau].
3) After the repeated violation of commitments made before the international and the evident obstruction, on the part of the leaders of the majority tendency, of the preparation for applying the line of the 10th Plenum, these leaders can no longer be regarded as either inclined or fit to lead the party along the path of an adequate application of this line.
4) For this reason, the CC [Central Committee] and PB emerging from the 8th Congress of the party shall be composed of a majority of comrades who, before the congress, will have defended the line of the 10th Plenum within the party.
5) All those who, in the aftermath of the 8th Congress, refuse to apply the documents adopted by the present PB, or refuse to recognize the leadership constituted in accordance with point 4 of the present resolution, shall place themselves automatically outside the international and its French section.
The 11th Plenum of the IEC reaffirms that it does not ask any member of the PCI to abandon his political opinions or to relinquish his right to take part in or organize tendencies. It asks only that guarantees finally be given, necessary for the application, in disciplined action, of a political line that the overwhelming majority of the international regards as the only one that will bring about the rectification of the French organization, ensure its growth, and lay the foundations for the building of the future revolutionary leadership of the French proletariat.
That is why it appeals to all the militants, cadres, and leaders of the majority tendency to associate themselves, even before the 8th Congress, with the elaboration of the practical measures for applying the line of the 10th Plenum. The maximum number of comrades ready for such association must be integrated into the leading bodies emerging from the 8th Congress, within the limits of point 4 of the present resolution.
The IEC instructs the IS [International Secretariat] to send a letter to the PCI explaining and giving the grounds for the adoption of the present resolution and for the rejection of the proposals to divide the PCI into two organizations distinct from one another, each with its own leadership.
