We voted for this report because we recognize that the IS — to the best of its ability and in all conscience — has defended with all its strength, and has put into practice, the line of the majority of the Second World Congress and of the IEC. We must, however, put on record our reservations concerning the political content of the IS's activity, in particular with regard to the Yugoslav section. Our recognition of the very appreciable work of the IS (taking into account its limited manpower and means) does not for that reason mean that we can approve the organizational practice of the IS in every case.
