The security commission appointed by the world congress, following its work, recommends to the congress:
a) the immediate creation of an international security commission, appointed by the IS and working under its control; the creation of security commissions appointed by the leaderships of each section, which will work in liaison with the international security commission; the establishment, immediately after the world congress, of a special fund by each section, with a view to achieving the objectives of security, through the setting by each leadership of a percentage of the sections' monthly resources, which must under no circumstances be allocated to any other use.
The international security commission will be responsible for verifying the strict application of these measures and for helping the sections as best it can to achieve their objectives in this domain.
