We voted for this report because we recognize that the IS — to the best of its ability and in all good conscience — has defended with all its strength, and has practically carried out, the line of the majority of the Second World Congress and of the IEC. We must, however, state our reservations concerning the political content of the IS's activity, in particular with regard to the Yugoslav section. Our recognition of the very appreciable work of the IS (taking into account its limited working forces and resources) does not mean that we can approve the organizational practice of the IS in every case.
